Work Schedule
This individual will work full-time in a hybrid environment on a regular schedule during standard working hours. This person is expected to bill approximately 1500 hours per year.
Position Summary
The Legislative Manager will meaningfully contribute to supporting the practice's lobbying and policy advocacy efforts on a variety of health policy issues. The Legislative Manager will monitor and research health and disability policy developments at the state and federal level, and draft presentations, summaries, articles and other materials. The Legislative Manager will also organize and help facilitate coalition meetings, congressional and federal agency meetings, congressional events, regulatory comments, letters to policymakers, and federal and state legislative tracking reports. This position may include direct lobbying (registering as a lobbyist) in partnership with team members.
Essential Duties
- Works independently to monitor, track, research, analyze and communicate orally and in writing health care policy developments in the legislative and regulatory areas that are important to Firm clients and the practice;
- Manage the coordination of multiple firm and client coalitions of not-for-profit and corporate organizations;
- Attend meetings, participate in conference calls, and represent client interests in a variety of settings, including political events, as needed;
- Participate in Firm meetings and events;
- Develop grassroots and grass-tops advocacy communications;
- Manage and track state and federal legislation development;
- Conduct research for the development of client materials;
- Manage client lobbying events, including congressional scheduling and material drafting and development;
- Other related duties as needed.
Requirements
- A bachelor's degree in a related field; an advanced degree is desirable;
- 2-3 years of experience on Capitol Hill and/or initial direct experience in congressional lobbying and advocacy/grassroots work;
- Strong verbal and written communication skills;
- Working knowledge of the legislative and regulatory process and congressional organization and procedures;
- Ability to produce concise written products efficiently;
- Strong policy research skills;
- Ability to work on multiple projects simultaneously and meet deadlines with close attention to detail and follow-through;
- Ability to think critically and creatively and work independently and proactively;
- Ability to work within a team;
- Extensive knowledge of office computer applications including Microsoft Office Suite.

The Legislative Manager must interact positively with all employees and with clients at all times. This person must be a team player in helping the Firm and its clients achieve their overall goals and objectives.
Reasoning Ability
Must be able to work independently and proactively, think critically, and be accountable for his/her actions.
Computer Skills
Extensive knowledge of the Microsoft Office Suite. Must be able to learn and gain competency in website content editing and online research resources including, but not limited to, Bloomberg Government, Politico Pro, WordPress and Leadership Directories.
Language Ability
Excellent skills in reading, writing, and communication are required.
